This to me was the biggest hole. He was so angry about what Stephen did to Diana that he called Yale but Bree literally ruined Lucy’s life with that tape. No way do I believe for a second he would be ok with this and just go on about his life and relationship with her. That was pure evil especially because she gave Evan a free pass.

PIPPA SUCKS She was cheating on the only nice guy in the show and then had the audacity to tell Lucy she wanted nothing to do with her for fessing up her secret. Yeah the situation was apples to oranges but she could have found a way to support Lucy and maybe have a conversation with Bree about it without cutting her off. All the while, she kept Pippa’s secret about the assault to try and protect her (despite it being stupid that she lied and said it was done to her). And THEN Lucy gets expelled and Pippa does nothing but tell Bree the truth and say “she’ll be okay.” Why didn’t she go to the Dean and tell the truth? Lucy still lied at the end of the day, but maybe the situation could’ve somehow changed if Pippa admitted that Lucy did what she did, in a way, to protect her.

I think the reason Lucy laughs is because she realizes what Stephen’s game/goal was here. He found a way to finally ruin Lucy and Bree’s friendship. He was always going into that wedding intent on ruining all his friendships and we know this the second he sends that voicemail. It just didn’t work. And then Lucy not being into his old games put him on that downward spiral of I did all of these things including propose to someone I don’t even like just to piss off this girl and she doesn’t even care. Until he saw the opportunity with Bree to blow it all up and finally “win” because none of it was about anything but fucking with Lucy one last time. He knew about Bree and wrigley and didn’t even rat them out until he could use it to add to his game at the end which was really more about ruining brees friendship with Lucy than anything. And he knew in the end as he drove away with Lucy that he just blew up his whole life and it wasn’t as satisfying as he thought which is why he left her. He didn’t gain any joy from it so he ended the game and that’s why she laughed

Usually you sign, but the wedding officiator has to send it in. So it’s not legally married until state gets and marks it as married. So technically they just wouldn’t send in the marriage certificate or annul it, if for some reason in show it was mailed already. Think Meghan said it was annulled somewhere.
