If they gated the number of signups then I would either (a) be very confident about my chances of buying a ticket, or (b) not waste my time clearing my schedule then sitting in a pointless queue. Whereas this setup is the worst of both worlds. I have to waste my time sitting in this queue just for a sliver of a chance of getting a ticket.

Just from experience, I can tell you that the time you enter the waiting room has almost no bearing on your queue number. I’ve entered waiting rooms 30 minutes on the dot, and sometimes 2 minutes before the sale begins and none of it impacts queue number.
