Looks like it yeah. A quick search says the 95 draft forced teams to make 6 players available whereas the 99 draft only allowed 5. And once the Browns selected a player, that team could remove 2 of their other options as opposed to 1. Also the 99 draft let teams put retired/injured players on their list lol.

They ask Bo Callahan’s coach about the rumor that nobody came to his birthday party. He says something like > What do you think is more likely? That none of his teammates went to the birthday party or that the cops didn’t want to get these kids in trouble so just didn’t write their names down on the police report?
