Looks like it yeah. A quick search says the 95 draft forced teams to make 6 players available whereas the 99 draft only allowed 5. And once the Browns selected a player, that team could remove 2 of their other options as opposed to 1. Also the 99 draft let teams put retired/injured players on their list lol.

I feel like the idea that you could be a starting QB for a team in one of the premier college football conferences, and nobody shows up to your birthday party, is just about impossible in real life as well. You can’t possibly be in such an important / leadership position for a team sport and be so un-respected by your teammates, right? Particularly if you’re a player who is playing so well on a team that’s doing well enough that you’re considered 1st overall draft pick material.

They actually cast doubt on this in the movie, which makes it even dumber that Kevin Costner ends up not drafting him because of it. They ask Bo Callahan’s coach about the rumor that nobody came to his birthday party. He says something like > What do you think is more likely? That none of his teammates went to the birthday party or that the cops didn’t want to get these kids in trouble so just didn’t write their names down on the police report?
