If Jesse hadn’t been his partner due to necessity and circumstance but someone else, there is no dobut in my mind Walter would have let him cook. I think he’d take the same approach to Skinny Pete and Badger, who were even more unreliable and shift looking than Jesse and simply not give them the chance. Jesse redeemed himself by learning and improving, something which he’d have been denied access to if not for being a starting partner. Not to mention there was no need for additional cooks, but always more need for distributors and vendors.

Look at how Jesse treated the product he and Badger made together, then look at how outraged Walt was at the product Jesse made on his own. If Jesse’s standards weren’t good enough for Walt, imagine how much Walt would hate product that even Jesse didn’t approve of.
